ORIGINS
First used in 1769, "pin passed through the eye of a rope, strap, or bolt to hold it in place," a nautical word of uncertain origin, perhaps a frequentative form of tog "tug." As a kind of fastener it is recorded from 1934. In 1920 the term woggle was used and originated from Scout leader Bill Shankley who began experimenting with different materials to produce a device that held the two ends of a neckerchief together.
